This Policy Forum Proceedings document includes an introduction and regulatory background to the CEIS. It summarizes the presentations made by the U.S. Department of Education Office of Special Education staff about the requirement for local education agencies to use CEIS funds, the significant disproportionality requirements, CEIS administrative issues and implementation issues. Throughout each of these presentations and during a subsequent large group discussion, several discussion points and suggestions were given by participants. These are outlined and the document concludes with observations.

The University of Missouri at Columbia (MU) seeks a dynamic and visionary leader for the position of Dean of the College of Education. The Dean reports directly to the Provost and has a central role in the University’s academic administration. Through the Council of Deans, the Dean actively contributes to decisions affecting the University at large as well as the College of Education. The Dean is involved centrally in issues including strategic planning, budget, curriculum, facilities, and research. The new Dean will provide vision and leadership to help guide this strong college toward increased national prominence and service to Missouri.
MU, part of the four-campus University of Missouri System, is one of the most comprehensive universities in the United States. It is an AAU, Doctoral/Research Extensive, and Land-Grant institution with approximately 30,000 students. MU is located in Columbia, Missouri, one of America’s most livable cities.
The College of Education provides a rich and rewarding learning environment for students. In the 2008 U.S. News & World Report rankings, the college ranks 28th among more than 100 colleges and schools of education. The College of Education enrolls approximately 2,750 students (1,200 undergraduates, 1,550 graduates) in degree programs ranging from the baccalaureate through the doctorate. The college is organized into five units: Learning, Teaching, and Curriculum; Educational Leadership and Policy Analysis; Educational, School, and Counseling Psychology; Special Education; and the School of Information Science and Learning Technologies. The College has 86 tenured and tenure-track faculty with an annual budget from all sources of approximately $34 million plus $12 million in grant expenditures. The College receives distinction through the national rankings of several departments, programs, and centers, as well as from numerous award-winning faculty. The College has strong collaborative relationships across the University for a number of initiatives (especially the NCATE accredited Teacher Development Program), and has developed strong partnerships with public schools across the state.
Qualifications: An innovative/experienced candidate will be an engaged and skilled communicator; an energetic, progressive educator of academic distinction who will take initiative and provide leadership; and an accomplished facilitator of accreditation and program review processes. The Dean should have a distinguished record of teaching and scholarly or research accomplishments appropriate to academic appointment as full professor in one of the College’s departments; a strong commitment to the academic values appropriate to the College missions of teaching, research, service, economic development; and a strong advocate for diversity. In addition, candidates should have appropriate administrative experience, preferably in a research university. MU is currently in a $1 billion development campaign. The Dean will be expected to devote a substantial amount of his/her time to development activities. S/he should have the highest standards of personal integrity and be committed to stimulating innovative and interdisciplinary programs. The Dean must be a compelling voice for issues in the College and be able to communicate the mission of the College to internal and external audiences.

VA ED bows on consent and hearing officers

The Department of Education in the Commonwealth of Virginia (US) has withdrawn controversial proposals that would have limited parents’ authority in the education of their children with disabilities and would have changed the administrative reporting lines of special education hearing officers. Here is the lead from an article entitled “Special education proposals ruled out: Overwhelming opposition dooms bids to cut parent input and revise hearings” by Tyler Whitley of the Richmond (VA, US) Times-Dispatch

Under pressure from politicians and thousands of parents of special-education students, the state Department of Education has backed down from proposed rule changes that would limit parental consent for ending special-education services.

Billy K. Cannaday Jr., superintendent of public instruction, said the department also would withdraw a proposal to move the due-process hearings from the Virginia Supreme Court to the Department of Education.

Cannaday said the two proposals will not be included in new regulations that will be presented to the Board of Education in about a week.

Insuring service for individuals with disabilities

I got this quite welcome news from a representative to the Consortium for Citizens with Disabilities.

House and Senate negotiators have hammered out a compromise on legislation to require private health insurance plans to cover mental health and addictive disorder services under the same terms and conditions as other types of care. Mental health and addictive disorder advocacy organizations—including groups as disparate as the U.S. Chamber of Commerce, Mental Health America, the National Alliance on Mental Illness, the National Retail Federation, and the Alliance for Children and Families—are pushing for passage of this legislation before Congress adjourns. The parity legislation is based on H.R. 1424 and S. 558, and would go a long way toward reducing the stigma associated with mental health care, and improving access to treatment. Mental illness is the leading cause of primary disability in the U.S.

People who work with individuals with disabilities understand that this is a substantial step forward. It is likely to provide access to services for many families of children with disabilities, services (e.g., intensive behavioral intervention) that are often crucial the children’s success.

As the American Counseling Association (ACA) noted, today is a great day for US residents to call their representatives in the US Congress. Link to the ACA Web site.

Position: The Department of Teaching and Learning at the University of Iowa invites applications for a tenure line faculty position at the rank of assistant or associate professor in the area of special education.

Description: The special education program at the University of Iowa serves approximately 50 undergraduates, 50 MA, and 20 doctoral students. It also provides course support to general education, school psychology and speech pathology and is involved in ongoing collaborative projects with the local public schools and University of Iowa’s medical school.

Qualifications: Required qualifications include 1) an earned doctorate in special education or related field; 2) evidence of scholarly productivity; 3) demonstrated ability to conduct quantitative research in special education; 4) evidence of excellent teaching skills; 5) potential for or experience in securing external funds for research, training, and/or program development; 6) experience in teacher education; 7) experience in teaching children with disabilities; and 8) ability to work collaboratively and with diverse populations.

Responsibilities: The successful applicant will be expected to maintain a robust program of empirical research, teach undergraduate and graduate courses in special education and advise undergraduate, MA, and PhD students. In addition, the candidate must secure external grant funding, participate in the activities of professional organizations and be involved with special education activities within the state.

Salary: Highly competitive and commensurate with qualifications and experience. Excellent start-up package, benefits, and research support.

Appointment: Nine-month, tenure-track appointment beginning August 2009.
