Position Title: Senior Director for Professional Development and Standards

Classification: Category 9 (Exempt). Starting Salary Range $65,261 to 81,576 per annum

Service Area: Professional Services

Reports To: Associate Executive Director for Professional Services

Professional Services

Council for Exceptional Children

Purpose of Position:

The Professional Services Team provides leadership and direction in the areas of professional development and continuing education, publications and product development, research and grant development, professional standards and practices, information services and database development. Under the direction of the Associate Executive Director for Professional Services, the Senior Director for Professional Development and Standards is responsible for direction and management of initiatives related to the development, management, and improvement of: continuing education offerings for special education professionals; CEC grants, contracts, and cooperative agreements for national scale projects; and CEC professional standards and evidence-based practices.

Responsibilities:

• Develop, implement, and enhance CEC workshops, online courses, and electronic seminars.
• Manage and expand the CEC program for the provision of continuing education units.
• Provide leadership and direction in the development of grants, contracts, and cooperative agreements for national scale projects through research and identification of opportunities for outside funding; design of proposals; and implementation and management of program content.
• Identify and develop collaborative relationships with relevant organizations and agencies for key projects and proposals.
• Provide leadership and direction for the development and dissemination of professional standards for the preparation, licensure, continuing education, and evidence-based practice of special educators.
• Serve as program coordinator for CEC to the National Council for Accreditation of Teacher Education (NCATE), including training reviewers and managing the program approval process.
• Collect, analyze and synthesize research and practice information; identify emerging trends and issues in special education and their implications for CEC projects, products and activities.
• Collaborate with CEC staff, units, and outside organizations to promote and implement CEC professional development initiatives; grants and contracts; and professional standards and evidence-based practices.
• Promote activities to recruit and retain individuals including individuals with a diverse background into the special education profession.
• Participate in relevant CEC planning, coordination, and communication functions.
• Develop and implement continuous improvement and quality assurance processes for program initiatives.
• Recommend budgets for program initiatives.
• Perform other duties, as assigned.

Qualifications:

• Earned doctorate in special education or closely related field. (Candidates actively pursuing a doctoral program will be considered. Candidates with less than this level, but with an extraordinary special education background may also be considered.)
• At least eight years progressively responsible experience in special education services to children with exceptionalities or to special education professionals.
• An established record of developing, obtaining, and managing government and private grants and contracts.
• Knowledgeable about professional standards, professional preparation programs, university operations, state and provincial certification and licensure and of special education professional preparation programs.
• Knowledgeable about the special education professional literature, policy, and issues related to the field including culturally diverse populations and individuals with disabilities.
• Ability to organize and synthesize research and practice information to identify emerging trends and issues in special education.
• Ability to effectively use electronic communication systems, database systems, and word processing and presentation software.
• Ability to provide positive leadership with a commitment to individuals with exceptionalities.
• Ability to develop and conduct effective training and technical assistance.
• Ability to develop and implement program approval procedures.
• Ability to communicate effectively in oral and written forms with strong editing skills and excellence in writing in a variety of forms, including technical, web, professional, and business.
• Strong interpersonal skills and ability to form and maintain productive collegial relationships with both internal and external individuals and groups.
• Ability to respond flexibly and positively to changing needs and priorities.
• Ability to develop and manage fiscal resources and supervise a diverse staff.
• Ability to periodically travel out-of-town and overnight.
